Negan and The Saviors took him to their compound after learning he had the ability to create bullets from scratch.

He had made one for Rosita, who planned to kill Negan after he brutally murdered Glenn Rhee, Abraham Ford and Spencer Monroe.

But the plan backfired, and Negan survived before taking Eugene.
